ELGIN and WRIGHT Win Regional Elections

The NIGP national membership participated in two regional elections for seats on the Institute’s Board of Directors. The two-week electronic balloting period attracted 517 voters who cast a ballot in one of the regional races. Voter turnout was the highest on record - with 21.8% of eligible voters casting electronic ballots in Region 4 (Virginia) and 21.7% of eligible voters casting electronic ballots in Region 5 (Georgia, North Carolina, South Carolina). This was the fifth consecutive year where members were given an opportunity to vote for their Board members via an electronic balloting process.

The representatives elected by their regional constituents are pictured below.  These individuals will serve a two-year term effective July 1, 2007 through June 30, 2009.

TIPPs Symposium is a 'Tremendous' Success

The first annual TIPPS Symposium, Tremendous Ideas for Procurement Professionals,  held March 5 - 7 in Savannah, Georgia, brought together over a hundred talented procurement pros focused on discussing K-12 and eProcurement topics. 

This first-time symposium is a program of NIGP's K-12 and eProcurement Knowledge Communities and is part of our core mission to develop, support and promote procurement professionals.  The overwhelming attendance, stimulating networking, and positive response by attendees attests to the importance of gathering members to discuss topics and issues that affect their particular area of interest. Look for future gatherings as well as the creation of additional knowledge communities in other fields of interest.

Volunteer Leadership Positions Available on NIGP Committees

A number of volunteer leadership positions are available on these NIGP Committees for the 2007- 2009 term:

To review the roles and responsibilities of the NIGP Committees, visit Make A Difference.  If you are considering serving on an NIGP Committee, submit your application no later than March 30, 2007

The primary role of the NIGP Committees is to represent the membership in recommending policy and program enhancements and program fees to the NIGP Board of Directors for deliberation. The Committees typically meet face-to-face just prior to the opening of the Annual Forum, plus one additional time throughout the year. In some situations, the committees also meet telephonically.  Committee members are responsible for travel expenses related to attending meetings.  In most cases, these expenses are supported by the member’s public agency.

Individuals who are employed by national member agencies are eligible to serve on committees as voting members.  Individuals holding an individual membership in NIGP are also eligible to serve on committees as voting members provided that they are not in student or former public procurement professional status.  All interested members are encouraged to apply.

The term of office for selected committee members will be July 1, 2007 to June 30, 2009. If you are interested in serving on an NIGP National committee in 2007-09, please submit an application to the NIGP National Office, c/o the Chief Executive Officer, by March 30, 2007.

NIGP Instructor Spotlight: Ken Hayslette, CPPO, C.P.M., CPCM

Giving Back Through Education

I have been very blessed to have had, and still have, a number of very talented, and patient, mentors and instructors in my life and career. I owe most of my success to these individuals. One of my personal beliefs is that I have an obligation to give back as much or more than I have received.

One way I can achieve this objective is by striving to assist others in being happier in their lives. One way to be happier is to become more proficient, and therefore more successful, in your career. As an instructor, or learning facilitator, I strive to assist the participants in learning, understanding, and applying the principles and techniques of public procurement through my experiences. Plus, I also learn a tremendous amount from the participants in many different subjects and I gain a huge number of contacts who I can and do call for assistance.

Two experiences in the classroom have had the most effect on me – one is the “ah ha” moment when I can see the light coming on in a person’s eyes that she/he has put an idea or concept to some challenge or issue in their life. When I can see that flash in one person’s eyes, it makes all the time I invest in teaching worthwhile.  The other experience that is so meaningful is the regular feedback I get from the participants. Many share with me their successes and how they overcame their challenges. It is very gratifying to have someone say to me that they thought I didn’t understand the ‘real world’ during the class, but something subsequently occurred in their life that reinforced one or more of the principles or concepts we were covering.

If you really want to learn a subject, teach it. In addition to meeting great people all around the country, you will be challenged to learn and understand your topic better than anyone else. And your participants will always challenge you with questions that you will not know the answer to. But that is part of the fun of it – you can go find the answer and be better than ever.  Plus I think every professional in every field has an ethical obligation to ensure that his/her profession will be left in the hands of practically educated individuals and that one should take a proactive role and teach and mentor the ones progressing up in the profession. The experienced professionals that don’t think they have the talent to teach can assist by supporting the learners.  While you won’t reap great monetary rewards instructing, you will get an abundance of rewards in the friendships, experiences, and satisfaction that comes from teaching.

NIGP is looking for spectacular leaders who are willing to share their successes and challenges as they moderate three 90-minute networking sessions at Forum.  The networking sessions consistently rate as one of the top reasons for attending the annual Forum - so here is your opportunity to shine.

As a network moderator, you will insure that discussions are engaging, meaningful and address important issues, that information sharing is plentiful, and that no single delegate controls the discussion.

Ethics Essay Contest: An Opportunity to Share Your Vision

NIGP's Annual  Ethics Essay Contest provides an outlet for creative solutions to situations in our professional life that may not always be as far removed from our reality as we would like.
Read through the following scenario and discover an issue that may inspire some thought you would like to share.  Detailed contest guidelines follow this topic overview.

11th Annual Ethics Essay Contest

As purchasing professionals, we take certain actions and avoid certain situations everyday to protect our personal and professional reputation as well as the reputation of our agency.

What organizational structure, internal procedures, or other process controls would help an agency, and its staff, avoid ethical dilemmas?

Placement of the purchasing department on an organizational chart, separation of functions, adding intermediaries to an activity, or any other internal process or procedure that would help avoid ethical dilemmas would be appropriate topics for this essay.

NIGP invites your response to this personally challenging scenario. The essay should be less than 1,000 words and examine how this dilemma may develop and how such a situation is best negotiated.

Submitting Your Entry

Entries are limited to five double-spaced pages or less, and must be received on or before Monday, June 25.  Send your entry to Belinda Reutter, Member Services Director, at
breutter@nigp.org.  Please include your name, address, phone and fax numbers, e-mail address and  label '2007 Ethics Essay Contest'.  NIGP will publish the winning essay in NIGP publications and on the NIGP Website.  Submission of an entry indicates your permission to publish as outlined above.  Evaluation of submittals is based on originality, format, message, content, focus, clarity, and grammar.

Contest Prizes

Winners and runners-up will be notified via mail and announced at the NIGP Annual Forum and Products Exposition, August 4 - 8,  in Hartford, Connecticut.  The winning author receives $250, two recertification points toward CPPB or CPPO as well as points toward the National Manager and Buyer of the Year Awards.  Two recertification points can be earned for essays published in NIGP publications and the Website.
