Forum 2007 Highlights

•  New this year!  Forum kicks off with an opening dinner on
   Saturday, August 4. 
Join us for the opening ceremonies and enjoy
   entertainment by “The Water Coolers,” a New York-based music and
   comedy group that uses Broadway talent to satirically celebrate the things
   we share around the water cooler every day. 
  
•  Plenary sessions each day beginning Sunday, August 5, with Commander
   Scott Waddle
, Retired, USN, who tells the compelling story about his tragic
   ordeal as captain of the USS Greeneville and the choices that followed in the
   session “Failure is Not Final.”  It's a lesson about integrity, faith, and resilience.

Pre-Forum Seminars start Friday, August 3.  NIGP is offering review classes
   for both the UPPCC CPPO and CPPB certifications; a two-day seminar,
   Fundamentals of Leadership and Management in Public Purchasing; and the
   Chapter Leadership Symposium on Saturday, August 4

   committees will meet on Saturday morning as well. 

•  The LES Foundation Golf Tournament is Friday afternoon,  August 3.  

•  A two-day Products Exposition, with more than 100 suppliers.  Find out

Don’t miss the networking reception on Monday, August 5
   after the hall closes, a great opportunity to connect with your current

A traditional New England Clam Bake is Sunday, August 5.
   Don’t miss the incredible eats, a view of the Connecticut River and some fine
   entertainment!  Take time to relax and enjoy a New England summer’s evening
   with the Host Committee.

With the exception of National Committee members and participants attending pre-Forum seminars, delegates should plan to arrive in Hartford on Saturday, August 5, in time to attend the Opening Dinner that evening. 

Forum Conference Hotels

Many of the hotels are already sold out, so please hurry and make your reservation.  Complete the Housing Request Form and fax it to us at 703-736-9639.  Reservations must be submitted prior to the July 6 deadline in order to receive NIGP negotiated rates.  Reservations can also be made online at the time you register for the Forum. 

Delegates interested in saving on Forum-related expenses can take advantage of NIGP’s roommate finder program.  Interested parties should complete the Roommate Request Form and return it to the National Office.  Seeking a roommate to share the cost of accommodations can save nearly $400 in hotel expenses.

Going Green at Forum

NIGP is pleased to announce that we are 'going green' this year at Forum.  One of the most significant ways we can achieve this initiative is by having all conference proceedings on CD and the NIGP Website. 

Forum CD

Delegates will receive an attractive padfolio containing a copy of the proceedings CD.  All session handouts will also be available on the NIGP Website beginning the week of July 23 so all registered delegates have the ability to print out handouts to bring to Hartford.  Using this method saves literally hundreds of thousands of trees, not to mention reduced consumption on fuel for delivery of  books. 

Recycled Badges

Another way NIGP is greening the meeting is by changing our badges so that we can recycle them to reuse each year.  This year's badge will be in a plastic holder that can be turned in at the end of the Forum for reuse next year.  We also plan to use lanyards that are manufactured from recycled soda bottles.

Giving Back to the Community

“Read To Grow, Inc.” is a non-profit organization that promotes family literacy and the joy of reading.  The organization provides books to children in hospitals, shelters, clinics and schools serving communities in need and accepts new and gently used children’s books (babies to 8th grade).  The Host Committee is asking for donations to this local charity.   There will be boxes near the NIGP registration center for donations.

Fundamentals of Leadership & Management in Public Procurement

This two-day course will prove to be of value to all supervisory and management personnel charged with guiding, leading or managing. Any individual contemplating making a move into a management position or striving to earn the CPPO designation will find this course beneficial. For those individuals transitioning into the public sector from the private sector, the course will frame the context of public procurement and identify procedural differences and distinctions in the workplace.

Steve Kelman, Ph.D.
"Unleashing Change in the Public Sector"
 

Dr. Steve Kelman is the Weatherhead Professor of Public Management at Harvard University's John F. Kennedy School of Government.  He is the author of many books and articles on the policymaking process and on improving the management of government organizations.  His latest book, Unleashing Change:  A Study of Organizaitonal Change in Government was published in June 2005.

Dr. Kelman served as Administrator of the Office of Federal Procurement Policy in the Office of Management and Budget and played a lead role in the Clinton Adminstration's "reinventing government"  effort.

Commander Scott Waddle, USN, (Retired)
"Failure is not Final" 

Retired Commander Scott Waddle's life was changed forever on February 9, 2001.  When the U.S. nuclear submarine collided with a Japanese fishing boat in February 2001, killing nine people on board, the story made international headlines.  Navy Commander Scott Waddle, captain of the USS Greeneville, was at the center of the controversy.

Against the advice of his lawyer and against the direction of the Navy, Scott Waddle followed his conscience.  Unlike many other leaders in the public eye who have denied or made excuses for their behavior, Waddle took complete responsibility for his actions.  Waddle's pursuit of integrity against all odds proves an inspiring challenge to anyone facing difficult choices in life.

Deidre Lee is responsible for the direct oversight and management of four FEMA lines of business:  the Offices of Human Resources, Information Technology, Chief Procurement Officer, and Facilities Management and Services.  She also provides counsel to the DHS Chief Procurement Officer and Under Secretary for Management, communicating FEMA's mission, priorities, and future business needs.

Robert Stevenson is an internatioanlly recognized speaker and author of the best selling book How To Soar Like An Eagle In a World Full Of Turkeys.  Mr. Stevenson has shared the podium with such renowned speakers as former President George Bush, former Secretary of State Colin Powell, General Norman Schwarzkopf, Anthony Robbins, Tom Peters, and Steven Covey.  He has owned several companies, sold internationally in over 20 countries, established and maintained hundred of accounts worldwide along with managing a worldwide sales force.  He speaks about the need for dedication, persistence, courage, overcoming failures and preparedness.  These are not just words, they are part of who he is.

A Culinary Delight:  the Taste of Hartford 

August 5-11

Modeled after the popular restaurant weeks featured everywhere from Northampton and Boston, to Albany and New York City, area restaurants come together and create a delicious multi-course menu served during the week for a fixed price of $20.07. Tours Galore

Guests enjoy a relaxing walk around Hartford's historic downtown and through picturesque Bushnell Park, the oldest public park in America. Mystic Seaport Tour:  9AM – 5PM

The renowned Mystic Seaport highlights 19th century seafaring.  Experience beautifully preserved and maintained vessels and seaport businesses. Following lunch on your own, guests ride via bus to the USS Nautilus submarine, located 15 minutes from the seaport. The USS Nautilus is the only submarine museum operated by the U.S. Navy; it is the primary repository for artifacts, documents and photographs of Navy history, and guests can explore the extensive naval museum as well as board the sub for a look at life under water.

Post-Forum New York City Tour:  8AM – 8PM
Join us for an introductory tour of Manhattan with at least three stops for shopping, sightseeing and dining. Our tour takes us by Central Park, Times Square, Rockefeller Center and Ground Zero. A stop at South Street Seaport, Pier 17 for dining at one of the best food courts in the country completes the evening.

he Host Committee has made arrangements for tours to two of the finest casinos in New England.  To reserve a seat on either casino tour, please complete the Registration Form.

Forum Attendees: Casting Call For Procurement Recruitment Video

NIGP is producing a recruitment video for use in college and high school career centers and government HR offices.  The video intends to show how public purchasers can have a direct impact on their communities and society at-large.

Have you built bridges?
Championed the use of energy-saving products or practices?
Improved homeless shelters?

We hope to share tangible examples of our value with young adults interested in public service and want to 'make a difference'. 

Here's how to have your achievement included:

1.  Highlight your story in a paragraph and send to Belinda Reutter, Director of 
     Member Services, breutter@nigp.org by Wednesday, July 18.

2.  Your story will be reviewed and, if selected, you will receive a follow-up
     phone call by our video producer.

3.  We hope to have 12-15 on-camera stories, so don't hesitate to highlight
     more than one of your significant achievements. 

Those identified for on-camera stories should be able to spend 15-20 minutes with our production crew sometime during the Forum.  We will make every effort to be flexible to your scheudle.

Forum Opportunity: Join the Quality Control Team and Be A Part of the Action!

 What Is the Quality Control Team (QCT)?

• 
QCT is an all-volunteer group comprised of 
   accommodating, dependable professionals
   willing to work behind the scenes at all
   Forum events.

What Are the Responsibilities of the QCT?

QCT supports two Forum event-types: 
   .
  Special Events - set up meal functions and 
    social events.
  Education - set up educational workshops. 
   These duties include placing signage at 
   workshops, introducing speakers, passing out and collecting evaluations, 
   distributing presenter gifts, and checking audio/visual equipment. 
   Workshop assignments are based on QCT workshop preferences so volunteers 
   are assured that they attend a workshop of their choice.

Why Should I Volunteer?

• 
Each QCT volunteer qualifies for one recertification point toward the CPPB
   and/or CPPO designation.
•  Get a behind-the-scenes view of educational workshops and special events.
•  Get to know the members, presenters, and staff involved in the events.
•  Have fun while participating in a rewarding experience that supports the 
   profession and its members!

It’s a gimme!  The 3rd Annual LES Foundation Benefit Golf Tournament takes place the afternoon of Friday, August 3, at the Rockledge Country Club in West Hartford.  Your registration fee includes tee/green/cart fees, box lunch, two beverage tickets, and transportation via motor coach to and from your hotel.  Tournament fees:  NIGP Member-$85; Non-member-$125.
