Recognize Top Leaders in our Profession for NIGP's Top Awards

Leaders who have made major contributions to the public procurement profession should be recognized by the Institute and their peers for their life-long dedication and success. NIGP members, therefore, have an opportunity to acknowledge the achievements of colleagues by nominating candidates for the Institute’s highest awards:

•  The Albert H. Hall Memorial Award
•  The Anne Deatherage Meritorious Service Award
•  The Distinguished Service Award (DSA)

Complete the Nomination Submittal Form and
send it to NIGP’s Offices by Wednesday, April 30. 

The 2008 awards will be presented during the Institute's 63rd Annual NIGP Forum and Products Exposition, being held July 26 - 30 in Charlotte, North Carolina.  New for 2008, the Albert H. Hall Memorial Award will be presented during the Opening Ceremonies on Saturday evening, July 26th.

The NIGP Board of Directors established the Albert H. Hall Memorial Award in 1977 as the highest form of recognition offered by the Institute. The purpose of this award is to recognize a former or present member who has made outstanding contributions to NIGP over an extended period of time. The Institute named the award in honor of NIGP's founder, Albert H. Hall, who served as the organization's first Executive Vice President from 1944 to 1975.  The designation of NIGP Fellow, FNIGP, is bestowed on all Albert H. Hall recipients.

The Anne Deatherage Meritorious Service Award was established in 2005 to recognize current public purchasing officials, retired or former public purchasing officials, NIGP staff members, or other individuals in the private sector who have dedicated their career to advancing the public purchasing profession through volunteer service. This award is named in honor of NIGP's Deputy Chief Executive Officer, Anne Deatherage, who served the Institute in a variety of leadership capacities from 1972 to 2005.

The Distinguished Service Award (DSA) was established in 1950 as the second highest form of recognition offered by the Institute. The purpose of this award is to recognize individuals who have provided extraordinary service to their government entity, the community, the Institute or the purchasing profession.

Ready to Lead? Sign Up to Join a NIGP National Committee

The Institute is currently recruiting leaders who are eager to share their knowledge and skills with NIGP committees on the national level.

The primary role of the NIGP Committees is to represent the membership in recommending policy and program enhancements and program fees to the NIGP Board of Directors for deliberation. The Committees typically meet face-to-face just prior to the opening of the Annual Forum, plus one additional time during the year. In some situations, the committees also meet telephonically.  Committee members are responsible for incurring their own expenses related to travel for meetings.  In most cases, these expenses are supported by the member’s public agency.

Individuals who are employed by national member agencies are eligible to serve on committees as voting members.  Additionally, those persons holding an individual membership in NIGP are also eligible to serve on committees as voting members provided that they are not in student or former public procurement professional status. NIGP promotes diversity within its volunteer leadership and strongly encourages diversified members to apply.

Individuals who are interested in serving on one of these committees effective July 1, 2008 through June 30, 2010 should submit an application to the NIGP National Office, c/o the Chief Executive Officer, by no later than Friday, April 11.

It should be noted that the NIGP Board of Directors is currently studying board as well as committee governance so there is a possibility that some committee roles, responsibilities and structures may be redefined in the coming year.

Treasury Notice Soliciting Comments on 3% Withholding

This is your opportunity to be heard...

IRC Sec. 3402(t) - Withholding on Payments by Governments...

The Treasury and Internal Revenue Service is requesting comments on issues that should be addressed in guidance that the IRS will be developing regarding the Sec. 3402(4) to withhold on payments made by the government entities or their paying agents for services and property.  The new withholding is required by Section 3402(t) of the Internal Revenue Code which was added by Section 511 of the Tax Increase Prevention and Reconciliation Act of 2005, Pub. L. No. 109-222 (TIPRA).  Section 511 of TIPRA is effective for payments made after December 31, 2010.

The Treasury and the Internal Revenue Service are particularly interested in any comments regarding:

•  How to apply the withholding requirements to purchases made with
   credit cards or other forms of payment cards

•  How to apply the withholding requirements if the payee is not subject to U.S. tax

•  How to apply the withholding requirements to partnerships and other
   pass-through entities in which a Government entity is a partner or owner

•  How to apply the withholding requirements to Government contractors
   and Subcontractors

•  The application of the withholding requirements to so-called
   Government—Sponsored Entities

•  The application of the withholding requirements to de minimis payments for
   property or services made by affected Government entities

•  When and how the withheld amounts should be transmitted to the IRS

Box 7604, Ben Franklin Station, Washington, D.C. 20044.  Comments may also be transmitted electronically via the following e-mail address:  Notice.Comments@irscounsel.treas.gov.  Please include "Notice 2008-38" in the subject line of any electronic communications.  Comments must be received by Monday, April 28.

NIGP supports repeal of the unfunded mandate in Section 511 of Public Law 109-222 (25 USC 342(t).  NIGP endorses legislation to repeal this requirement, including H.R. 1023.

Share Your Vision: 12th Annual NIGP Ethics Essay Contest

This year's NIGP Ethics essay provides an outlet for your creative solutions to situations in our professional life that may not always be as far removed from our reality as we might like.  Read through the following scenario.

As a purchasing professional, how would you deal with an organization that is trying to subvert the competitive process during budget crunch time?

NIGP invites your response to this personally challenging scenario. Your essay should be less than 1,000 words and examine how this dilemma may develop and how such a situation is best negotiated.

Submitting Your Entry

Entries are limited to five double-spaced pages or less, and must be received on or before Monday, June 16.  Send your entry to Belinda Reutter, Member Services Director, at breutter@nigp.org.  Please include your name, address, phone and fax numbers, e-mail address and  label '2008 Ethics Essay Contest'.  NIGP will publish the winning essay in NIGP publications and on the NIGP Website.  Submission of an entry indicates your permission to publish as outlined above.  Evaluation of submittals is based on originality, format, message, content, focus, clarity, and grammar.
