Advocacy: Letter Writing Campaign To Support Repeal of Section 511

NIGP's Advocacy Committee requests your participation in this letter writing campaign. Now is the time to have our 'voices heard'.

The 511 Repeal Template is in support of the repeal of Section 511 of the Tax Increase Prevention and Reconciliation Act (TIPRA).  This act requires governments with annual spend in excess of $100 million to withhold 3 percent on payments made for most goods and services.

This letter can be sent from a Mayor, Governor or other elected official from a State or local entity to the members of the State's Congressional Delegation.

The requirement of a 3 percent withholding places an enormous burden on each entity, which would result in a significant reduction of support for critical services to its citizens.

The law's implementation was delayed one year but we (NIGP and others) are seeking a permanent repeal of 511.

What is the Quality Control Team (QCT)?
The QCT is an all-volunteer group of flexible, dependable professionals willing to work behind the scenes at all Forum events.

What are the responsibilities of the QCT?
The QCT is divided into two groups: Special Events and Education

Special Events QCT Staff perform the following duties:
•
Assist and direct attendees during meal functions and social events

Education QCT Staff perform the following duties:
•  Post signage for educational workshops
•  Introduce speakers
•  Distribute and collect workshop evaluations
•  Hand out speaker gifts

Website Spotlight: Powerful ARRA Links and More

Did you know that time-saving ARRA resources, advocacy letter templates, cooperative purchasing sources, state procurement sites, and more are available to you through the NIGP Website?

In each issue of the Buy Weekly, we'll focus on a specific section or feature of the NIGP Website.  We hope that this helps you become more familiar with the many labor-saving assets available to NIGP members and members of the procurement community.

In this issue, we feature the power of the "Links" page and its value as a stepping-off point to a world of useful tools and references.

What you'll find on Links.

ARRA Links that help you find the more specific information you need to understand the 'how' and 'what' of ARRA recovery funding.

•  Recovery.gov
•  Federal Agencies Recovery Information
•  OMB Recovery Information
•  State Recovery sites

Advocacy Letter Templates
that you, your agency or chapter can use to heighten the awareness of your elected officials about value procurement professionals can bring to bear on the federal government's recovery efforts.

We have template letters focusing on three themes:

  • Workforce Capacity
  • ARRA Distribution
  • Procurement Reform

Other links on this page are staple resources for many NIGP members:

  • State Procurement Websites - Consistently in the top 5 most-accessed resources
  • Chapter Links
  • Collegial Associations - Find the associations and professional bodies NIGP collaborates with to develop, support and promote public procurement
  • Purchasing Cooperatives - Access 11 purchasing cooperatives from this one page.  You're saving even more time as you save dollars.

We think our Links page is reason enough you should have NIGP.org bookmarked.  Of course, there's much more to NIGP and our Website than links to other Websites.  If you haven't been to our site recently or familiarized yourself with all it has to offer, the Links page is a great place to start.
