Norma Hall Awarded NIGP's 2009 Top Honor |
Norma Hall, FNIGP, CPPO, CPPB, CPM received the 2009 Albert H. Hall Memorial Award during the Opening Ceremonies at NIGP's 64th Annual Forum and Products Exposition in St. Louis, Missouri on Saturday, August 22, 2009.
The Albert H. Hall Memorial Award is NIGP's top honor. Given annually since 1977, the award publicly recognizes leaders who have made major contributions to the public procurement profession over the span of their career.
Ms. Hall began her public service in the late 1970s and between those initial days of service to today, has served five different entities within the state of South Carolina. With each step, her inherent passion for making a difference through public service became more prevalent. Norma fostered partnerships with minority enterprises and managed emergency procurements following a disaster. She was instrumental in modifying procurement codes, for consolidating acquisitions, and for establishing performance measures, resulting in significant cost savings and efficiencies.
Norma gravitated to the value of membership and a professional community - joining both the NIGP national association and the statewide chapter affiliate. Through a network of peers and mentors, she accepted progressively valuable leadership roles and achieved the governing pinnacle of leadership within both organizations. Since that time, she has fostered relationships with several organizations that share a common bond with NIGP.
The ingredient that is perhaps most common between Albert H. Hall and Norma Hall is their shared commitment to education and lifelong learning. With a strong desire to remain on the cutting edge of public procurement, Norma joined a cadre of NIGP's Certified Instructors and became a Master Instructor for the Institute. Most recently, she traversed the symbiotic relationship between NIGP, as a premier education provider, the LES Professional Development Foundation as the premier organization for raising contributions and granting scholarships, and the Universal Public Purchasing Certification Council as the premiere certifying body for public purchasing. By providing leadership to all three organizations, Norma can visualize how these three association work in harmony and partnership to promote the public procurement profession.
While NIGP President, she shepherded the founding of the National Council of Public Procurement and Contracting. And now is the Chair of the Universal Public Purchasing Certification council and is guiding the CPPO and CPPB programs to greater recognition and credibility.

Matthews, McCue, & Bacile Receive 2009 Distinguished Service Awards |
The Distinguished Service Award (DSA), NIGP's second highest individual award, recognizes professionals who have provided extraordinary service to their entity, their community, the Institute or the purchasing profession. Since its inception in the 1950s, this honor has been bestowed upon more than 120 unique leaders.

Darin transcended the boundaries of NIGP and created partnerships with the academic community - both domestically and globally. He pioneered both components of professional development by writing texts and technical manuscripts for ISM, NIGP, and the Journal of Public Procurement and developed and delivered learning programs that are world class. Darin fostered new partnerships with the supplier community and has broken new ground by developing college-level public procurement courseware and forging new relationships with the student community. He has held many titles: committee member, researcher, author, mentor, presenter, director, representative, and president and now NIGP's 2009 Distinguished Service Award Recipient.

Cliff walks the talk of good government and represents a unique blend of public sector expertise and academic theory. After completing a three-tiered vigorous study of public administration principles, Cliff began applying those studies in practice - working for three different city and county governments on the east coast over a five year period. He then transitioned his career to instruct others on the value and public benefit of good government. While a budget, finance and public policy guru by trade, Cliff delved into the world of public procurement through theories, research and case studies. Today, he is one of the most prominent forces to speak and write on the subject. His dream and passion is to transform the study of public procurement in a highly recognized and sought-after profession by offering college-level coursework on the discipline. Under his leadership, Florida Atlantic University is now offering undergraduate as well as graduate online classes in procurement.

Mike's career began in the private sector but quickly transitioned to the public sector by the 1980s. Since that time, he has led public procurement operations in state and county governments as well as higher education. Mike has been deeply involved with chapter affiliates; serving as president of two NIGP chapters. He was also active in the National organization, providing service and leadership to its committees amd as a Board member. His character attributes include: leading by example, researching issues before arriving at a decision, taking time to respond to individual concerns; a true professional with the highest level of ethical standards, impeccable integrity, honesty and trust; intensely compassionate, polished and refined but has the tenacity of a bulldog for issues that he believes are in the best interests of the organization.

Popkin Receives 2009 Anne Deatherage Meritorious Service Award |
In 2005, NIGP established the Anne Deatherage Meritorious Service Award - named in honor of NIGP's Deputy Chief Executive Officer, Anne Deatherage. This award recognizes individuals who dedicated their career to advance the public procurement professional through volunteer service.
Gerri Popkin, CPPB, RPPO, CPM, MAS

During the early years, Gerri provided a guiding hand to the local chapter affiliate through service as a board member and secretary. While maintaining these important ties, she became involved in a statewide association for county purchasing officials and served as the president for another statewide association for public purchasers.
Despite many time commitments, Gerri was able to balance a demanding job and state responsibilities with volunteerism on a NIGP national level through the Education Committee, the Ethics Committee, the Forum Committee, and the Membership Committee. When a new NIGP program was created, she was among the first in line to volunteer. When NIGP created the Knowledge Communities for Emergency Preparation and Green Sustainability, she was there. When NIGP needed a purchasing mentor, she was there. When there were calls for volunteers to serve on the Quality Control Team, she was there. Need a network session moderator or workshop presenter? She was there.
And here's Gerri, recipient of the 2009 Anne Deatherage Meritorious Service Award, congratulations.

Hillsborough County, Florida Receives 2009 Pareto Award of Excellence in Public Procurement |
Pareto Award of Excellence in Public Procurement is tantamount to the Malcolm Baldrige National Quality Award and the Deming Prize for Quality. This international award is named for political sociologist and economist Velfredo Pareto (1848-1923), the father of scientific procurement and the 80/20 rule. The Pareto Award recognizes and honors those public procurement operations that are truly best in class. It is the highest form of peer recognition, making it the pinnacle award bestowed on an agency for outstanding achievements in public procurement.
The Pareto accreditation is awarded for a period of five years, at which time re-accreditation is required. The award is not easily obtained due to the rigors inherent in the award process. The award is achieved following the successful completion of three intense phases. A self study is followed by detailed, written responses to sixty questions in the areas of leadership, strategic planning, customer focus, process management, technology and information management, and performance review. The third phase involves a painstaking on-site peer review.
The criteria for achieving the Pareto Award is so difficult that only five public agencies have been able to achieve this designation since its inception in 2003.
Hillsborough County, Florida is the sixth public agency whose leadership and credentials are worthy of this top honor.

Rockland County, NY Receives NIGP 2009 Innovation Award |
Governmental agencies that have a great vision for public services are known to drive that vision through innovation. Given the global economic uncertainty facing every public entity, innovation and excellence are critically important as governments strive to deliver services to its constituents with less tax dollars.
This year's innovation award recipient is the County of Rockland, New York, Purchasing Division.

This year's award winners:

Mid-Florida Chapter of NIGP
Category: Small Chapter - less than 80 members
• Established cooperative corporate Pcard agreement that required interested
agencies to become a chapter member, resulting in a 22% increase in
chapter agency memberships.
• Voted to increase the amount of scholarships from $10,000 to $20,000 to
subsidize the cost of educational opportunities and provide incentives for
membership recruitment.
• Waived the annual chapter dues for individuals who consistently participate in
chapter activities based on an established points system. This resulted in
35 individuals with waived dues.

Mid-America Council of Public Purchasing Chapter of NIGP
Category: Medium Chapter - 81 to 200 members
• Conducted a Reverse Vendor Fair and developed a reciprocating
arrangement with Kansas Association of Public Purchasing Professionals
(KAPPP) to attend and support each chapter's reverse vendor fair which
provides maximum value to vendors and agencies across a larger
geographic area
• Created an Education Subsidy Program to encourage chapter members to
become national members with reduced costs and membership dues.
• Subsidize member and national agency member participation at professional
educational seminars, luncheons, dinners, and anniversaries to increase
attendance.

Rocky Mountain Governmental Purchasing Association Chapter of NIGP
Category: Large Chapter - 201 or more members
• Developed a strong partnership for sharing cooperative bid information through
the RMGPA website by including links to the Multiple Assembly of Procurement
Officials (MAPO) and the Cooperative Educational Purchasing Council (CEPC).
• Created a one-stop-shopping training experience through a joint training
endeavor with the Colorado public Pcard Group (CPPG) and the
Professional Development/Education Committee.
• Filmed the program content of the Fall Conference and made it available to
members at no charge through the RMGPA website.

Yin Receives 2009 Professional Manager of the Year Award |
The Professsional Purchasing Manager of the Year Award recognizes supervisory and management level professionals who have made significant contributions to purchasing, professional development, their entity, their chapter and the Institute.

2009 Manager of the Year
Kevin C. Yin, CPPB, City of Portland, Oregon.
He received the award based on the following accomplishments:
• Selected as the City of Portland's Materials Management (Procurement)
Module trainer, in addition to his other duties, and logged almost 275 hours
of training for 2,000 City employees. When the new enterprise system went
live in November 2008, he also assisted 14 small bureaus within the city.
• Designated the eBid Upgrade Subject Matter Expert (SME) for the City's
Purchasing Department and participated in testing the system for performance
and reliability, providing reports to the leadership team, and training staff
members on the upgraded system prior to the go-live date.
• Developed the curriculum and provide 6-10 procurement classes annually to
City employees - topics range from procurement overview to in-depth RFP
and evaluation classes.

Wood Receives 2009 Professional Buyer of the Year Award |
The Professional Buyer of the Year Award recognizes non-supervisory professionals who have made significant contributions to purchasing, professional development, their entity, their chapter and the Institute.

2009 Buyer of the Year
Brett Wood, CPPB, Johnson County, Kansas.
He received the award based on the following accomplishments:
• Developed and monitored online Procurement Performance report to track
important performance measures and provide the county an efficiency and
effectiveness benchmarking tool to compare performance against other counties.
• Brought consistency to the Purchasing Division by reformatting and improving
the county's RFP and IFB templates.
• An active representative on the Advisory Committee of the Kansas City Regional
Purchasing Cooperative (KCRPC), a local government purchasing cooperative.

Since 2004 NIGP's incoming President has recognized NIGP members for exemplary service to the public procurement profession.
Paul Brennan, CPPO, CPPB, C.P.M. , NIGP President presented the NIGP Spirit Awards to these three unsung heroes of the profession who played a significant role in his career as a mentor, encourager, teacher, and friend.

Bill epitomizes the value of teaching and mentoring for success. He has an immense craving to ensure that certification candidates succeed in achieving their designations as a buyer or officer through the UPPCC. Bill is one of the most frequently-requested and coveted instructors for the CPPO and CPPB Prep classes. Since 2004, he has taught 38 NIGP review classes - including face-to-face seminars as well as webinars - with an average instructor score of 99.97. In addition, Bill has served as Chair of the UPPCC Board of Examiners and has frequently advised staff on a number of educational task forces including revisions to the NIGP Dictionary and the PREP online course.

For the last six years, he has played a major role in supporting both the International Public Procurement Conference and serving on the planning team for the International Research Study on Public Procurement. He also finds time to serve on the Editorial Board of the Journal of Public Procurement and on NIGP's Research Committee. Additionally, Guy has pledged his continued commitment to NIGP through its newly formed Council for Strategic Vision. He also serves as the Chair of Leadership and Strategic Procurement for the Curtin Business School in Perth, Australia.

He is an advocate for the profession as well as an advocate for the continuing education and certification of public procurement professionals. Known for his quick wit and sense of humor, Don has traveled throughout New York State searching for suitable conference locations, collaboratively established a discount purchasing cooperative, joined forces with the local ISM Chapter on a golf outing, and spent countless hours working on legislative reform and testifying before the New York State Legislature.
