Marcheta Gillespie Elected to NIGP Board

Kirk Buffington and Paul Brennan Advance in their Officer Roles.

The NIGP Board of Directors elected Marcheta E. Gillespie, CPPB, C.P.M., CPM, Deputy Director of Procurement, City of Tucson, Arizona  as Region 11 Representative. Region 11 encompasses Arizona, California, Nevada, New Mexico and Utah and includes over 1,300 members. Ms. Gillespie fills the unexpired seat of Bill Brewer who recentily resigned from the Board.  She will serve through June 30, 2008 at which time, she will be eligible to seek additional terms on the NIGP Board.

Marcheta has over 16 years of experience in public purchasing and has been a member of the Southern Arizona Copper Chapter since 1991.  She has a passion for the profession and has spent this time striving to make a difference in the profession and the people in the profession.  Ms. Gillespie has been involved with NIGP during these 16 years and served in numerous roles.  She has taken on increasing areas of responsiblity at the local chapter level (committee chairships, Secretary, President), at the regional level (networking with other Arizona Chapters) and at the national level (committe member, Committee Chair, QCT Leader). 

She describes her personal mission as  "Love, Serve, Learn, Share".

Changes to NIGP Board Officers:

As a result of Bill Brewer's vacancy as First Vice President, the Board announced that Kirk Buffington will assume the responsibilities of First Vice President effective immediately and will be the NIGP President effective July 1, 2008.  Paul Brennan has also moved up to Second Vice President and the Board will be filling the resulting Treasurer vacancy during the Fall meeting in Atlantic City, New Jersey on October 15 - 17, 2007.

The International Public Procurement Conference (IPPC)  facilitates the international exchange of knowlege and know-how by bringing together academics and professionals from many countries throughout the world to share best practices and to discuss critical issues affecting Public Procurement.  

Call for Papers

To stimulate interaction and discussion, participants are invited to submit abstracts of either practical or academic papers.  There are two kinds of papers you can submit - full papers and short papers.

•  Full papers are academically focused and are approximately 10-20 pages
   in length.
   Deadline for full paper submission is November 1, 2007.

•  Short papers are based on everyday practices and are five pages in length.
   Deadline for short paper submission is March 1, 2008.

Education Essentials: Two Courses That Help You Negotiate Effectively

Negotiating skills are critical to the success of every procurement professsional.  You may know the various points at which negotiations are appropriate and may include the right to negotiate disagreements and disputes in contracts, but do you actually know how to negotiate?

NIGP, in conjunction with Tony Ellis, CPPO, offers two negotiation courses that address the skills required to negotiate to win.

Get What You Need Through Successful Negotiation Streategies

This two-day course introduces students to some of the best principles used in negotiating. It covers characteristics of a good negotiator; critical elements in every negotiation, basic strategies, tactics used for and against you, how to overcome negative attacks, and especially how to read the other person.

Course Objectives:

•  List the characteristics of a good negotiator
•  Discuss the principles of negotiation
•  Explain how to develop rapport, improve communication
•  Recognize the sensory channels people use
•  Identify the common errors made in negotiations

Negotiate to Win-Win 

This three-day course introduces some of the best principles used in negotiating today. It covers characteristics of a good negotiator; critical elements in every negotiation, basic strategies, tactics used for and against you, how to overcome negative attacks, and especially how to read the other person. Special attention is given to listening skills, managing conflict and dealing with the five generations that may be in your workplace.

•  Use active listening skills
•  Respond effectively to conflict

NIGP Instructor Spotlight: Myra D. Smith, CPPB

THE VALUE OF BEING AN NIGP INSTRUCTOR

I became an NIGP instructor because I love this profession, value receiving and sharing knowledge, enjoy interacting with people, and because being an instructor allows me to continue keeping abreast of changes in the profession. Every time I teach a class, I learn something from a student I did not know before.

I have taught over 28 NIGP classes since 2004 and the experience that had the most effect on me was when I facilitated a discussion about what it means to be a professional (in the procurement community).  A student told the class that she had observed me in front of the Metro building where I worked and asked others "Who is that lady and what does she do for this organization?" She said the responses were so favorable, that she told herself, "I want to do what she does." This was so warming to me because this woman is seeking professional growth and development based on her image of me. Her comment brought tears to my eyes.

Wherever I facilitate a class, I encourage others to consider becoming a certified NIGP instructor because I believe that NIGP is the most valuable organization I've ever become involved with and I have been involved with many over my professional life. When a person becomes an instructor, the support of peers in the organization is like none I've ever known; the wealth of knowledge shared makes it so easy to provide value to the students. Being an NIGP Instructor is never boring; the personal satisfaction I get when a class ends is immeasurable.

New CPPBs 

FAU Online Certificate Program for Public Procurement Administration

The Public Procurement Reserch Center in partnership with NIGP and Florida Atlantic University (FAU) is pleased to announce a custom online certificate program for public procurement professionals looking to advance their knowledge, skills and abilities in public procurement, while earning 15 hours of university-level credit. The program is part of the School of Public Administration’s fully accredited undergraduate and graduate curriculum. Students who successfully complete these courses can transfer all credits to any academic institution worldwide or can be applied towards a degree at FAU.

Program Description:

FAU's online certificate program for public procurement administration consists of five courses. Each course is uniquely designed to meet the demands of current professionals in terms of declarative knowledge, critical thinking, and advanced practical skill building. Both the undergraduate and graduate certificate programs are offered completely online and are designed to facilitate full-time working professionals.

Who can enroll?

•  Current students (at any academic institution) can take the program as
   part of their elective classes (contact your institution’s academic advisor).
•  Students who are not currently admitted to any academic institution
   non-degree seeking) who wish to earn 15 college credits that can be
   transferred to any academic institution worldwide (you do not have to be
   admitted to FAU; no prerequisites).
•  Non-degree seeking students who wish to earn Continuing Education Units.

Program Courses

Undergraduate:

•  Introduction to Public Sector Procurement
•  Administrative Process and Ethics of Public Sector Procurement
•  Public Sector Project Management Techniques
•  Public Sector Contract Planning and Analysis
•  Public Sector Contract Management.
Students completing the five courses receive a Certificate in Public Procurement Administration.

Graduate:

•  Public Procurement Concepts and Practices
•  Public Sector Procurement Law and Ethics
•  Public Procurement and Project Management
•  Public Sector Contract Formulation
•  Public Sector Contract Administration.
Students completing the five courses receive an Executive Certificate in Public Procurement Administration.

Tuition (2007 – 2008)

Undergraduate:  $875 per course*
Graduate:  $1,150 per course*

The only additional expense a student may incur is the price for books. All other costs associated with each course are covered in the tuition fee, including access to the FAU distance learning portal, online course material and project assignments.

Classes start Spring 2008 and registration begins in September.
